Community Action Agency

The CAA, the County’s federally-designated anti-poverty agency, is part of Montgomery’s County Department of Health and Human Services, Office of Community Affairs, and a member of the National Community Action Partnership and the Maryland Community Action Partnership. The mission of the agency is to reduce poverty and increase self-sufficiency among county residents through services, partnerships and advocacy.The CAA managers the County’s only year-round Volunteer Income Tax Assistance (VITA) program, which provides free tax preparation services to low-to-moderate income households in the county. The agency is the grantee for the Head Start program, working with MCPS, the delegate, to oversee this free preschool program for children in income-eligible households. The agency’s Takoma-East Silver Spring (TESS) Community Action Center serves as a walk-in site for those seeking county, state, and federal services, along with referrals to nonprofit programs. The agency monitors more than 50 County contracts for the Department of Health and Human Services as over 30 nonprofit organizations. The Community Action Board, the governing body for the agency and for Head Start, advocates for policies and programs that will help lower-income members of the community move towards self-sufficiency. The Board also facilitates the Community Advocacy Institute, a free advocacy training program for lower-income County residents.Covid-19 Updates:• VITA: Free tax appointments through the CAA Volunteer Income Tax Assistance (VITA) program are cancelled until further notice.
